Can you really run car with water?

It is possible electronically to break water into hydrogen gas and oxygen gas (grade school chemistry) and run an engine on it. The internal combustion engine has been made to run on coal dust, gasoline, oil, farts (methane gas), propane, hydrogen, etc. Why would anyone think that hyrogen gas mixed with atmospheric oxygen - or better still- pure oxygen, not run a car engine? The questions are; Does the offered products deliver the claimed performance? Can an engine that normally boasts an efficiency of about 30% be made to run more efficiently by changing the fuel mix? Can energy used to produce the gas reduce the amount of energy used to run the engine, ie. increased performance of the internal combustion engine to offset the energy used to produce the gas? I suspect it can.
Water is something we actually know very little about. We do know that a simple device can be built that will duplicate what happens when a rain drop falls through a cloud. Lord Kelvin built a Thunder machine in the 17th century. 100 drops of water, and the machine had accumulated a 20,000 volt static charge. This is caused by electrons being moved from one atom to another.
When electrons are added or removed from molecules new molecules are formed H2O changes into all kinds of weird products and ions which are electrostatically charged atoms or molecules. Some are more stable than others. A spark will cause Hydrogen gas to reunite with Oxygen gas in an implosion, as the large volume of gas shrinks into a drop of water. It is endothermic - it sucks up heat, which is the opposite of what happens when gasoline/air is ignited, but the two reactions happening together seams to keep an engine running.
A number of people have been experimenting with these gas generating cells, and the weirdest has got to be the "joe cell". He , Joe, discovered that if his cell was connected one way, it produced one type of gas, and if connected in reverse (reverse polarity), it produced a different type of gas. The two gasses burned differently. He also claims that when his cell is filled with distilled water no gas gets released from his stainless steel electrodes. I believe him on everything so far. This all fits our known science.
Subsequent claims are more difficult to accept but, if we can suspend our prejudice and think creatively we may find out what is really happening in his subsequent experiments.
Joe claimed that his cell was just touching the carburator, and without gas being produced, and with timing advanced 30% the engine (older type carburated) ran without gasoline. Performance was affected by weather conditions (ionized air).
Interesting facts: When a vehicle moves through air electrons rub off and the vehicle accumulates a positive charge. Ground it and get a zap. An ionizer in the vehicle can be used to neutralize this charge. Static charges are electrons which are the same things that move through wires as electricity. That is correct, an electron can move through a solid metal.
The hydrogen atom is an electron (negative) and a proton (positive). We know really nothing about positive charges, but they must really exist or capacitors would not be able to get electrons to bunch together on one plate that has no bridge to the other side of the battery.
Suppose that joe's cell just collects electrons, which can move through metal carburators - and suppose that electrons are attracted to a vacuum (intake stroke), and just suppose that the water vapour being drawn in with the air intake loses electrons to the vehicle which is wired to joe's cell and forms one of these weired water molecules which went sparked by ignition takes up the electrons and creates an implosion that pulls the piston up.
You realize that I am making this up ct- but what if I'm right?
the engine draws in ionized air, and the product of the reaction is ozone - at least that's what it smells like.

hi there, I use water to fuel a car as a supplement to gasoline. In fact, very little water is needed, only one quart of water provides over 1800 gallons of HHO gas which can literally last for months and significantly increase your car fuel efficiently, improve emissions quality, and save money.
