Water tank temperatures do affect your energy bill, but they can also affect your health.  Electric water heaters set too low created an ideal breeding condition for Legionairs desease.  If little water is drawn from the tank the bottom element never comes on.

Because higher temperatures are mandatory in commercial installations all new faucets have anti scald and max temp limits.

Electric in-line water heaters do save the homeowner, but when too many people switch them on at the same time in the day, peak loads are increased, which results in extra capacity needed, which results in extra costs for all users.

These conditions do not apply to gas fired equipment.
